I see a lot of "You're too beautiful to be sad," but physical beauty doesn't really have to do with anything when it comes to the way someone feels emotionally. It seems like either a miscorrelation between beauty and the capacity for negative feelings or a ploy to get into (usually her) pants, amirite?.

"You look ugly when you cry"

When people say that they're usually trying to cheer the person up. Compliments can make a person's day brighter and that's what that saying is--a compliment. The people who say it (I imagine a sweet and kind grandmother) are aware that physical beauty doesn't have anything to do when it comes to emotions.

some people look better in one emotional state than another
some look good miserable
and others look good jolly
