Workplace bullying and harassment is endemic - how should employers respond?

Bullying is as endemic in the workplace as it is in the school yard, and can be just as catastrophic for the bullied individual as well as for business productivity.

There is a move towards mediation as best practice over grievance proceedures. Yet, can bullies ever be trusted to keep to any mediated agreement when they often deny their behaviour? Is it reasonable to expect the bullied individual to trust the bully with only a mediation agreement as protection. Could employers be held responsible if mediated agreements break down?

Should CCTV be used as back up in an office environment?
Should bullies be sacked or sent for therapy?
Should corporate insurers refuse to reinsure if businesses fail to protect staff from workplace bullying and harassment?
