Stop wasting unemployment insurance. Convert the payments to capital

Every American unemployed person carries with him an entitlement that has a capitalized cash value. That entitlement is his unemployment compensation. If an unemployed worker could offer the weekly cash value of this entitlement to a potential employer as a capital sum, it would be an enormous improvement over paying for not working. This entitlement, converted to capital for the use of the employer, would be the margin that would change the potential employer’s view of him as an employee and thus create a new job.We can stop paying people for not working and convert the billions of dollars doled out as unemplyment insurance into capital sums to be used by both workers and employers in the job creation process.

So you're saying we just take the money that would go to an unemployed person and pay the business to hire them?

Here's my copy and pasted reply:

such measures tend to backfire. if you do this, companies will be given incentive to fire workers, and hire unemployed people instead. doing so, the total number of employed people does not change, but the state hands out yet another load of money.
