Should states for one year reduce or suspend funding levels to state universities with billion dollar plus endowment funds.

57 US universities have endowment funds of over 1 billion dollars. Half of those schools are state supported. States are struggling to balance budgets during tough times. Should states be able to suspend payments to schools who can afford to operate for a year without state support. In many cases this would resolve the state deficit. Please defend your position.
