Which is the bigger factor in corruption - the individual or the system?
Corruption is a universal negative. Like disease itself, it plagues all of our endeavors.
There is disagreement, though, as to where the fair share of blame is to be layed. Is it to be placed on the individual because he ultimately committed the deed? Or is it to be scattered upon the entire system because it was the system which ultimately made the action possible?
Do not limit analysis to political/business corruption. Expand to include crime and the social structure, and sin and the cosmological structure.
