In Europe especially, and globally less so, big business has dominated utilities and food distribution through national and transnational supermarkets. By individuals organising themselves into large and focused groups, community businesses can negotiate fair discounts, improved service over a wide range of products and service. In essence, the individual becomes powerful by a group purchase. This is not groupon as this idea is not for the benefit of acquiring a teeth whitening system or a foot massage by tiny little sucking fish. This is the real thing - group negotiating for the purchase of utilities and food.
