The top 10 senior Foreign Service officers in the State Department have left their posts or resigned since the election. Most have been there since before Obama, and were promoted to those positions under GWB. Their departure leaves Tellerson, who has no State experience, the a huge task of running a complicated bureaucracy, including diplomatic security, consular affairs, foreign affairs and the embassy bureaus with experienced senior level managers.

air traffic controllers tried a power play like this with Reagan. It didn't work out well for those 'indispensable' controllers that walked out.
