I don't think so. If they have the skills to do the job, then if they are in debt, shouldn't matter. Most people are in debt.

Not really. People can acquire a bad credit score for many reasons that have nothing to do with their character, integrity, job skills, or work ethic.
It depends on whether the country uses unbacked paper currency. When the money is honest there is no unemployment. Everybody who wants a job has one. When the country has phony money, employers have to find some way to reject most applicants without seeming to be prejudiced. Some run background checks, some demand formal degrees or guild memberships, and some do credit checks.
