Are Sea Treaties not already a military issue?
I've gotten into this one before is NASA part of the Department of Defense or not?
If we did have the National Guard on the Border. I wouldn't oppose it. Would then be a military matter.

I think that is going too far in the other direction. There are alot of issues that I don't think the individual states should handle. Anything to do with human or civil rights should be at the national level, along with security and infrastucture.
I do think the Judicial Branch should be retained as in the Supreme Court. "Security" should strictly be a military matter on the National level. I disagree on Infrastructure. Nobody in Washington can get their shit together to pass a true infrastructure plan. At least one that isn't going to be sorely lacking. Pass that money down to the Individual States to decide specifically which infrastructure improvements to take on on an annual basis. Free Market competition then comes into play. People will move to states who use the money wisely, and in kind will abandon States that don't.
And in Reality all I'm suggesting is a transfer of funds to those who just might use those funds more wisely. :)
