I find it interesting that the Ten Commandments don't say "Thou shalt not lie," as they say "Thou shalt not kill," they say "Thou shalt not bear false witness against thy neighbor." (Exodus 20:16) There is some complexity there. There's no virtue in being a habitual liar, but to tell a lie isn't strictly off limits.
A classic example is if a German harboring Jews in WW2 was asked by a Nazi agent "Are there any Jews here?" It would be quite acceptable to lie and say "no" because doing so would be protecting innocent people.
What about a city that harbors a criminal illegal alien who had already been deported 5 times?

When ICE catches foreigners who are in the US without permission, they're sent back to their home countries, not gassed. And controlling immigration is a legitimate function of government.

Harboring a fugitive is disrupting the legitimate functioning of the government. If you do it solely out of compassion for the individual, I don't think it's a sin, but the government would be within its rights to punish you. If you do it for political advantage though, that's definitely a sin and should cause the government to punish you severely.
If the scoundrels who run the sanctuary cities and counties gave a damn about compassion for the individual, Kate Steinle would not be dead and the 14-year-old ninth-grade girl in Maryland who was put in a class with 17-and-18-year-old illegals would not have been raped.
The scoundrels are not happy that such things happen, but hey, it's just collateral damage, a cost of doing political business.
