Personally I would say fredom fighters attack military or government targets and terrorists attack anything that they think will instill fear in the population. Obviously intentions don't always work out, but that is just my humble opinion.

I think Will has it right. To me a terrorist's goal is to instill terror in the general populace (hence the name). They do this by indiscriminately attacking civilians, their goals only to hit a target that has a lot of people, the venue doesn't matter as long as it's crowded and will draw attention.
Palestinian freedom fighters took civilian hostages in the 70's.
I think freedom fighters fight for thier people, for relief.
Terrorists attack, unprovoked for an ideology.
