You're probably getting tracked by somebody, if you live off the grid, eating road kill and goose berries...3 times a week..
I've got my location tracker set to off. Either that or I haven't moved since I got my phone. :)
I turn my location off as soon as I get a phone and have it off in my Google account privacy settings as well.
You cannot turn off the location for 911, so conceivably the government can track you at any time, and as Android is owned by Google, it's also conceivable that Google could still track you if you have an Android phone.

I turn off the GPS on my work phone (just in case they're looking), but other than that I have nothing to hide. Track me all you want. It's not like there aren't cameras at every intersection anyways...
