they don't want to be called a snitch, which would lead to more bullying, or they want to be able to solve their own problems. trust me i was bullied alot during elementary/middle school.

Because it's not always physical. They don't have proof.

Cyber-bullying has proof. In-person being-mean-to-someone kind of bullying always has at least one witness.

The person being bullied may not have evidence, or may not be able to cover court costs to actually get the person charged. Also, many people don't know/think bullying is actually a punishable offence.

Because bullying in schools often has a gang mentality involved. If they snitch on one person they are creating more trouble from others.
