Neither. We should prosecute people like people and pets like pets.
No, I figure "pets" are already prosecuted enough like people. Sometimes because of the idiocy of humans, and sometimes for no crime at all.
What I was going for was: if an animal bites a person they might be put to death. But if a human bites a person they might just get reprimanded.
This is where I thought animals might be prosecuted more like people.
