The annual defense policy bill passed on Monday included penalties against ZTE despite a deal by Trump. The bill bans government agencies from buying/leasing equipment and services from ZTE and Huawei. It bans the government from providing loans to or subsidizing either company. Tom Cotton (R-Ark), Marco Rubio (R-Fla), Chris Van Hollen (D-Md), Charles Schumer (D-NY) authored the bill. Finally Bipartisan push-back on these emoluments.
