MIchael Jackson was an incredibly talented person in many ways. As a musician, a singer, a composer, a lyricist, a choreographer, a dancer, a director, etc...
But as James Bond? Hell no!
However I could see him as a villain. Everything that would have made him a terrible Bond (his bizarre looks, his whispery voice, his other worldly persona) could have been used to create a great villain, one that would fit right in with Dr. No, Goldfinger, Ernest Stavro Blofeld, Odd Job, Jaws, etc...

If he could tone down his theatricals, yes. If not, no.
The character of James Bond has this silent charisma, he's suave and calm unless when fighting. Michael had plenty of charisma, he was smooth and generally a serene person, but he had a presence that would shadow James Bond completely.
Why not, he was very low key in real life. It was the shows and the crowds that caused all the hub bub.
No, I don't think he would have been able to play that role very convincingly. I could be wrong of course, but I'm pretty sure I'm not. :)
