Duh, citizens cross state lines every day with no problem at all. Usually there is a big sign saying "WELCOME XX STATE LINE". That seems to promote prosperity.

Annexing Mexico wouldn't magically promote prosperity, stop the drugs, or stop people from other countries crossing their southern border.
