Any community one lives in should have what is called public good around them. The more the better. Why that is seen as wrong by people I'll never understand.
I don't know about "FREE" because there are lots of ways to pay besides money... but I DO know that no one should be hungry. Take from that what you will.
What a wacko question! What do you mean by "should"? What do you mean by "free"? Water is free, but you have to stick your face in the stream to get some. If you live in a house you have to find a bucket to carry the water in, or else pay somebody to bring it to you. But you want it free? Well, the hired hand is also free, and he does not want to carry water to you for no reason, so at that point it is reasonable to ask you what you think you are talking about. We could say nothing is free, or we could say everything is free. Either way leads to the same conclusion: TANSTAAFL -- "There Ain't No Such Thing As A Free Lunch!"
