Burden of proof, in resting with the claimant, must move with the claimant as well. If I say something and you tell me you disagree, I still have the burden of proof, beause simply disagreeing makes no claim. But if I say something and you tell me I'm wrong, the burden of proof is then upon both of us, proportioned between us according to the status quo. amirite?
