People pay more for peak hours that it becomes non-peak and people pay less for non-peak hours that it becomes peak. amirite?

Because people have to pay more during peak hours less energy will be used and since they pay less during non peak hours more energy will be used. Over time this trend could result in the need to reverse the hours associated with peak and non peak hours.
