I think they mean when drawing maybe? Like searching for crayons or markers? Little children often aren't racist or brought up with bigotry, but when put on the spot will quickly reach for their own skin color as the "skin color" marker.
I'm trying to think of a coloured person. I mean white people come in all shades, black people come in all shades, asian and east asian people come in all shades, who's coloured? I'm imagining a person with rainbow skin. The LGBTQ community perhaps?
