If the winner of elections never becomes based on the Nationwide popular vote, then each State should have the same population per Electoral College voter so the percentage of Electoral College votes in each State would be the same as of the population votes in that State. So that the winner of the election is always the winner of the Nationwide popular vote. So that the ordinary votes never go unaccounted for, just because if most Electoral College votes are not in favor of the same candidate most of the general State population vote for. We want who we vote for to run for President, amirite?
