No Countries should have tested nuclear weapons underwater. Not only because of the damage to the oceanic environment, the spread of radioactive water, the sacrifice of millions if not billions of sea creatures, but also because at first- nobody could have guaranteed that the blast would not cause a tsunami that could kill millions of people living on or near the coast in different Countries, amirite?
