Cyberattacks by Russians and from any other Countries could be prevented by programing the computers of the industrial systems to recheck their GPS with each digital command made and confirm that the digital commands, communication, etc are all made from within the area. So that any attempt made from across the world would be blocked/denied/declined before they even have the chance to even change/stop the GPS processing, amirite?

All WE will find to "bring to justice" is a server, remotely-controlled from Russia.
Then we can either pay the ransom, or reset and reprogram the system.

And the only reason why nonemergency calls are unsuccessful if the nearest cellphone tower is out of range, is because communication satellites block nonemergency calls from ordinary cellphones that are not classified as satellite phones. So the data from satellite phones is programmed differently, so that communication satellites are programmed to accept calls made from satellite phones and deny calls made from ordinary cellphones. Unless it's a 9-1-1 call. Then satellites accept the call.
