Are you referring to sagging? Baggy clothes, that are layered, are useful for concealing a weapon. Clothes in prison, are often ill fitting, after time in jail, it could be a matter of comfort. Poor people in urban areas often wear second hand clothes, clothes that are too large for them, this made it a fashion that visually separates the wearer from people in wealthier areas. It eventually just became a fashion. It makes about as much sense as skinny jeans, Crocs, or flip-flops as regular foot wear.

For me, it's a matter of comfort and practicality. I am much more comfortable with lower jeans (not the waddling along with my pants down to my knees, but my underwear does show) and I let my shirt cover it up. There's nothing wrong with that, and it's much easier than trying to make sure my pants are always high enough.

haha I wear my pants low enough that it shows some of my boxers, but the reason I pull my shirt down to cover it, rather than pulling my pants up, is because my pants are more comfortable where they are.

Why do you want your undies to show anyway? I find it so nasty. That is what pants are for!! To wear and COVER your undies. If you wanna show your undies, don't wear any pants and freeze your ass off. See how cool it is then.

I wear socks to conceal pants that are too short. That's pretty much the same thing but on the other end of the pants. No biggie.
