Hmm this is more of an opinion? But if 18 is when most are considered of legal age in America then by law theres a big difference in consent between someone who is the legal age of 18 and someone who is younger
If the 17 year old turned 18, than the 15 year old would be 16.
There would be a period where the 17 year old would turn 18 and the 15 year old wouldn't be 16 yet
