If it's small and transparent it wouldn't be that hard but otherwise it would probably take work and some photoshop skill.

How does one remove watermarks?
Photoshop. Assuming op is talking about images that "owned" by people. They add watermarks so they can't steal their meme/stolen image/art/stock image. It's far more common nowadays.
If the text is big or background is so complex, you need some skills in Photoshop to make it work. If not, AI of Photoshop can handle it and you can clear the little bit of mess it left behind.
By stealing work from those who originally made it that's how.
First you you have to be an asshole who's ok with stealing from hard working small business owners.
