If the cops really cared about people downloading illegal music, and people jaywalking, I think that we'd all be in jail.

When a government system is made too simple, it becomes easy fit people to violate the rules and revolt. When a government system is too complicated, conflicting opinions hault productivity and it becomes easier to slip under the rules and use sneaky tricks. We as a species need to find the middle ground of collective organization in our civilizations.

The problem with pure democracy is that it does not always approach a subject with a rational view. Instead, emotion becomes the sole tool used to decipher which direction to take. This will lead to a bias decision that is near opposite of what would have been decided with logic. Thus, when there is democracy and it lead by emotion, what is inevitable is the encroachment of Locke's stated Natural Rights and, through Rousseau's philosophy, Hobbes' is born: government with absolute power.
