A need is either essential or very important. I would say needing to call the police or an employer as soon as something happens is essential.

I think if he were about to kidnap you then he wouldn't let you make a call. The police might roll by if you felt you were being followed but until he actually attempted something they wont pick him up. Yes, seeing a cop roll by might make him stop what he might do, but if it's to the point where it's happening pulling a phone out could get you killed.
