I was able to answer your question with a real life example. If you don't want to converse, you know it's not required right? No need to be so passive aggressive. To answer your question further, I would say that many scholarships such as those based on athletics or race go to people who do not necessarily deserve them, while students who deserve a scholarship more get nothing

People get things they don't deserve all the time. And likewise, people who deserve things oftentimes don't get them. Take a homeless person for example.
