Better at being a prison and keeping people in, not better for the prisoners. And obviously they meant when it was a prison, not a tourist attraction.

Ok, fine, Alcatraz as a prison. But still, Alcatraz is a prison, Azkaban is inhumane.

Azkaban is still a prison. The people in there were pretty unhumane. It's not like you'd get sent there for a crime like underage magic, only serious stuff like murder or conspiring against the ministry.
