I wouldn't say that. There may possibly be a circumstance where a guy really does need to borrow money from him girlfriend. But if it turns into a habit, then yeah, he's not a real man; he's a bum.

Sometimes there comes a time in a relationship where that becomes a non-issue. If they just started dating, and he's asking for money pretty frequently, then that could be an issue, but when things move more toward the realm of "our money", rather than hers and his, things are different.
