It was some weird effect animators used for a while in the 80-90's. Its enjoyable tough. Like in Cow and Chicken "Mom and Dad" suddenly decided to tell Cow and Chicken about how they met and "Dad" mentions that he had never seen such beautiful legs (the only part you can see).
