There's kinda a standard definition for wealthy... having an abundant supply of money or possessions of value. Once you pass this definition, then you can be all the qualities that op says and be wealthy, if however you do not meet the bare minimums of the definition, then you are in fact NOT wealthy. People, please stop giving words the meanings that you think it should have... snot how life works

My two sisters are making the same amount of money with similar expenses- one is fairly comfortable and one is struggling. The way things are perceived can often change the reality of it.

Well just because you're wealthy doesn't mean you're struggle free. If both your sisters have a plethora of money and/or possessions then they're wealthy, if not then they're both not... simple as that. Just because one can make due with what she's got, doesn't mean she's wealthy.
