The zero is obviously implied. In Spanish, you can say "Tengo una galleta" because obviously, it's using "I". It's similar for math. You don't have to put a zero in front of .25 or something. It's a bit more proper, but you don't need to.

I know, I was just agreeing with them. I said they had the correct answer but when writing decimals, I always use a zero in front of it.

my math teacher taught us that to get a decimal out of a percent, you move the decimal two places to the left. thats my explanation. =)

To make a percentage you have to multiply the decimal by 100. So it would be .65 because 65 divided by 100 is .65. You all are nubcakes. But yes, I agree that you are right.
