dude, she doesn't just take voices from people she takes the best thing the person has, so for ariel it was her voice

She only stole Ariel's , she trapped her voice in the seashell remember? She needs to make a deal with the person, have them sign a contract, and use magic. The "Poor unfortunate soles" Weren't always giving up their voices. Sorry for this mini rant it's my favorite movie :)
