My grandma is sort of a speed demon, actually... But anyway-- I guess it's because they want to cram everything into their early years, so when they're old, they have a bunch of crazy stories that they can share. Plus, you can learn a lot more. Unless everyone just wants to drive really fast so they get in a horrific accident and die, so they never have to get old... Anyway.

Because when people are old they're generally retired and have more free time but younger people still have work and maybe school, meaning stricter time restrains.
