I agree it is sad, but at the same time it makes sense. You receive physical pleasure during sex, which is why some people would just hook up with someone- for simply the pleasure. But cuddling is more about closeness/comfort rather than pleasure. So naturally you would only cuddle with someone you love for the closeness/comfort because doing that with someone you barely know would be odd and creepy.
