Not always. A couple of months ago Rolling Stone did a story about a group of soldiers in Afghanistan who were killing innocent civilians for sport, and their superiors turned a blind eye to it. They even kept a sort of scrapbook documenting it. I'm not suggesting that this is typical, but it does kind of make you think.
