Yeah... but what about when there's no killer? When they're just barking their fool heads off at every falling leaf and person that walks by? I have honestly wanted to kill a neighbor's dog before... it had a shrill, yappy bark that even earplugs didn't help much when I was trying to sleep... and when you work and go to college, what little time you get for sleep is sacred. People who let their dogs bark constantly should be fined for disturbing the peace, at the very least.
