Nothing wrong with flat chests wearing low-cut, it's generally more tasteful (nothing wrong in general with bigger breasted girls wearing low-cut, but it can be pretty slutty sometimes) and it just mean the girl is confident.

I remember reading a story about a girl who had to get her boobs removed for risk of getting breast cancer like her mum I think. I think she should be able to wear low cut shirts though if she wants.

There was this girl at my school last year who would wear extremely low cut shirts and push up bras that were too big because she was so flat chested, and if you leaned over when you happened to be talking to her, you could see how much space was there. Whereas an extremely flat chested friend of mine would wear lower cut shirts sometimes, but she wore the little girls' bras from Target instead of trying to pretend she was something that she wasn't.
