I think if you had the idea in your head and were still attempting it, halfway through or not, you should be punished as if you were a murderer.

I would think someone having second thoughts about murder would be more concerned about the morality of their actions than the punishment.

Yeah, they might be more concerned about the morality, but they'd still be thinking about the punishment. Punishment is what dictates our actions. What is morality if not that which determines the worth of a punishment?
