Possibly because most teenage boys don't care if they look unattractive while spitting out flem. I would assume that most teenage girls who put on makeup and take the time to straighten their hair wouldn't want to look unattractive by spitting so they just swallow it. Most boys really don't give a shit how attractive they are when they have flem.
