I agree with Kristen. Also, Lemony Snicket made the character that way to be funny- there's even a specific scene where Violet and Klaus tell him that ambidextrous people aren't freaks, and neither are contortionists and hunchbacks, but all of the "freaks" continue to protest that they are. He may even have made the House of Freaks sort of half-heartedly freakish to emphasize just how pathetic the carnival was overall, because Madame Lulu is a fake and the roller coaster is broken too.

^Yes, Kevin is an example of how cheap the carnival is. It's also funny/observant because Snicket is saying ambidexterity is just as "freakish" as any other physical abnormality. And juxtaposing him with traditional carnival freaks is one of the weird quirks of the society of the series.
