It's because they had to sit still for a certain amount of time (a minute, I think)

Actually, by the 1860's, I believe, the picture time was already under 3 seconds. This was still long enough for the picture to come out blurry but not too much. Really, it was just the fashion to look serious for a portrait, as people had done for paintings.
