The City accent - yes. Other parts of the state aren't so bad though.

You should really say Brooklyn accent.
People upstate don't talk like that, and neither do Long Islanders.
And I'm pretty sure most people in other Burroughs don't sound like that.

No, people in Long Island and Staten Island have a similar accent. I don't know much about the Bronx, and some people in Queens have the accent, but it is definitely prevalent in Brooklyn. Most people in Manhattan are not natives and don't have the accent. I was born and raised in Queens, and I couldn't do the accent if I tried, but a lot of my friends from all borroughs have the accent.
