Well, that's what happened in Rome. Augustus promised to rule for the well being of the people, and he did, but eventually it will all go to crap because of corrupt rulers.

Power corrupts. Even the best and well-intentioned leaders can, when given too much power, become corrupt dictators. It's not about "good leaders" vs. "bad leaders". It's about "good leaders" becoming so addicted to power that they turn into "bad leaders". Related story: Stanford prison experiment.
