Well except it's whole function and that it doesn't have a urethra, Just because it is made of the same tissue as a penis dosn't make it a penis, anymore than nipples are penis' coz they are made of the same tissue.

I’ve answered this before: Yes, I suppose it is in that they both develop from the same foetal cells. I am very grateful for the differences, however. Whilst it would be wonderful to be able to pee standing up, I think the clitoris is a far more desirable organ. The penis is an unpredictable object, standing proud at the most awkward and embarrassing times, but often remaining flaccid when it’s owner desperately needs to perform. During sex, it often ejaculates long before the woman wants it to; at other times it refuses to ejaculate at all, causing frustration & soreness to it’s owner & his partner. And, of course, once ejaculation has occurred and the erection has subsided, no amount of stimulation, begging, pleading or praying will get it hard again - sometimes for hours! The clitoris, on the other hand, is a delight to own. With the correct stimulation (all boys should receive cunnilingus lessons at school!) orgasms are more powerful and long-lasting than those provided by the penis. And with continued stimulation we can enjoy as many orgasms as we desire until we are exhausted! So thankfully, no. A clitoris is not just a tiny penis
