No. It's actually quite rude in some countries. It's like the American "I'm sorry I'm sorry I'm sorry" just for getting within 1 foot of a person (not even touching them yet). Customs in other countries are quite more logical.

I am an eye contact communicater. I look people in the eyes when I talk to them, it just feels proper.

And equally as annoying when somebody consistantly looks just above or to the side of your eyes instead of looking directly at them.
