Saying you look pretty without make-up does not mean the same thing as you can look pretty without make-up. Since it is something said to many girls, it's saying all girls DO look pretty without make-up.

I hate when guys say that because, yeah, they may mean it when it comes to mascara, eye shadow, or things like that, but I really doubt a guy will look at acne scars or red splotches and still think the girl is as good looking as she is when wearing cover up.
